Louisville Planning Commission met in regular session with Chairman Campbell presiding. The meeting was called to order at 7:20 P.M.

MEMBER MCKELVEY MOVED, MEMBER SNYDER SECONDED, and the Motion carried to approve the Minutes of the January 12, 1999 meeting as presented. The vote: All yea.
PC 99-04 SITE PLAN REVIEW FOR TAGGARTS ICE CREAM PARLOR, 917 WEST MAIN STREET, JOHN TAGGART, OWNER.
Director of Planning & Development, Robert A. Nau, presented a staff report recommending the site plan be conditionally approved provided the following items are complied with and indicated on a revised site plan.
Proposed building located on lot 258 in a B-5 Zoning District.

ADDITIONAL COMMENTS
- Internal drainage system required.
- Indicate type of landscaping along St. Louis and in the planter along Main Street.
Provide more detail on the drive apron separating the parking lot from St. Louis Court.
- Indicate building height.
- Provide documentation from owner for permission to construct facility.
- Indicate proposed business signage and directional signs for the one way traffic.
- It appears that 6 of the proposed parking spaces encroach onto lot 259. Provide documentation that this and the employee parking area will be permitted on lot 259.
- Parking lot shall be paved with asphalt or concrete.
- The number of parking spaces indicated may not be adequate to handle peak flows.
- Indicate specific location of dumpster and number of employee parking spaces.
- The minimum drive entrance width from Main Street shall be 10 ft. The conflict with
the handicapped parking shall be eliminated.
Member Farmer stated he feels the walkway needs to be covered for winter use.
Mr. Taggart stated seasonal use is planned for the site at this time.
MEMBER MCKELVEY MOVED, MEMBER SNYDER SECONDED, and the Motion carried to conditionally approve the site plan provided the previous items are complied with and indicated on a revised site plan.
PC 99-05 SITE PLAN REVIEW FOR MIKE'S MILANNS, 1909 WEST MAIN STREET, JAMES M. CASE, OWNER.
Director of Planning & Development, Robert A. Nau, presented the following staff report recommending the site plan be approved.

ADDITIONAL COMMENT
- The primary change related to this installation of the cooler is the loss of one or two parking spaces. Mr. Case has indicated he is planning a significant expansion later this year which will involve an overall restructuring of his parking lot.

PC 99-06 SITE PLAN REVIEW FOR A PROPOSED GARAGE IN A R-3 MEDIUM DENSITY RESIDENTIAL DISTRICT, 311 COTTAGE AVE, ALAN G. TACK, JR, OWNER.
Director of Planning & Development, Robert A. Nau, presented the following staff report recommending the site plan be approved.
ZONING REQUIREMENTS
- The applicant proposes to raze an existing 24 ft. X 16 ft. detached garage and construct a new 24 ft. X 40 ft. detached garage on his property.
- The site plan is being presented to the Planning Commission because the home is located in an R-3 zoning district. Site plans in R-3 districts require approval of the Planning Commission.
- The proposed detached accessory building complies with all of the City's setback and height requirements.
MEMBER SNYDER MOVED, MEMBER FARMER SECONDED, and the Motion carried to approve the site plan. The vote: All yea.
PC 99-07 REQUEST TO REZONE THE METZER, STRONG & MIRANOMA ANNEXATION PROPERTY TO R-1 SINGLE-FAMILY (APPROXIMATELY 28 ACRES).
Director of Planning & Development, Robert A. Nau, presented the following staff report recommending that the request to rezone the Metzger, Strong & Miranoma property to R-1 Single-Family Residential Zoning be approved and forwarded to City Council for their consideration.
- The property in question was recently annexed into the City. It contains approximately 28 acres and is located east of S. Nickelplate and south of Edmar.
- The parcel's zoning in the township is currently R-1 Suburban Residential which is the Township's single-family zoning district. The request is to rezone the property to the City's R-1 Zoning District.
- According to state law when a property is annexed into the City, the township zoning remains in effect until the City's legislative body rezones the property. The general area is characterized by primarily single-family homes and agricultural land uses.
MEMBER FARMER MOVED, MEMBER MCKELVEY SECONDED, and the Motion carried to recommend that the request to rezone the Metzger, Strong & Miranoma property to R-1 Single-Family Residential Zoning be approved and forwarded to City Council for their consideration. The vote: All yea.
UNDER NEW BUSINESS, the sketch plan for the Metzger, Strong & Miranoma Development was discussed. Shawn O'Brien, developer, told the commission that the amount of open space is forty percent. The developer has scheduled a meeting March 22nd for neighbors of the development. He also stated there is a minimum house size of 1400 sq. ft.
UNDER NEW BUSINESS, members were invited to the RPC's Annual Dinner.
ALSO, UNDER NEW BUSINESS, Member Farmer asked whether the city reviews engineering for ponds. He was told by Director Nau that at this time the City does not require review, and permits are not required for ponds.

SECONDED, and the Motion carried to adjourn the meeting at 8:03 P.M. The vote: All yea.
