Under the Home Rule Charter approved by voters in 1960, the City of Louisville operates in a Council-Manager form of government. The city manager is chosen by Louisville City Council based on executive and administrative qualifications with special reference to experience. As the chief executive officer and head of the administrative branch, the city manager is responsible to the council for the proper administration of all the affairs of Louisville. The Human Resources Division for the City of Louisville is located at City Hall, 215 South Mill Street. Peggy Howald is responsible for the administration of Human Resource activities. The Division of Human Resources provides a variety of services with employment recruitment, training, safety, personnel records, workers' compensation and benefit issues.
